| == Jurisdiction == | | == Space Law == |
| On Space Station 14, stations operate under abbreviated Space Law. All crew and visitors aboard the station are subject to these laws.
| | Omu Station operates under abbreviated space law. All crew, passengers, and visitors aboard the station are expected to know and follow these laws. |
|
| |
|
| * '''Crew''': Individuals employed by Nanotrasen to maintain and operate the station, including command staff, security forces, and departmental personnel. Individuals without current contracts with Nanotrasen are not crew, and do not enjoy the protections of Space Law unless they are Visitors.
| | The Head of Security and especially Warden should be '''VERY''' familiar with space law. |
|
| |
|
| * '''Visitors''': Peaceful non-crew personnel with authorized access, such as traders, diplomats, and approved guests who temporarily board the station or its shuttles. Hostile foreigners and entities are not Visitors, and do not enjoy the protections of Space Law.
| | Security players should strive to fully comprehend Space Law. |
|
| |
|
| The station, shuttles, trade station, arrivals, equipment, materials, and any other entity constructed with materials provided by Nanotrasen or its employees, are the property of Nanotrasen. Central Command (CentCom) is Nanotrasen's organizational structure that has jurisdiction over of the operations of Nanotrasen property and personnel in the Omu Sector.
| | '''Ignoring or misuse of Space Law may be subject to punishment under incompetence. Do not play security if you do not plan to follow the rules''' |
|
| |
|
| Private shuttles—those not owned by Nanotrasen—fall outside this jurisdiction. Visitor shuttles are explicitly private, and unwarranted searches constitute Secure Trespass unless:
| | |
|
| |
|
| * A pursued criminal has boarded the shuttle, regardless of permission.
| | === Treatment Of Prisoners === |
| * There is reasonable suspicion that the shuttle’s occupants intend harm against the station or its crew.
| |
| * A crime onboard the shuttle has been visibly witnessed or reported.
| |
| * A warrant has been authorized.
| |
|

| * Prisoners must be given their shift mandated PDA after confinement has finished, unless there is proof of PDA tampering. In case of tampering, the PDA is to be secured and replaced with a new unit. | | * Prisoners must be granted freedom of movement, and should not be restrained with handcuffs or other devices after incarceration unless there is an undue risk to life and limb. Similarly, any prisoners held for extended or permanent confinement should be held in the communal brig, and should not be confined to a solitary cell unless they pose a risk to life and limb. |

| * Prisoners should not be confined to a solitary cell unless they pose a risk to others or the security of their confinement
| |
| * Prisoners cannot be executed without a trial unless:
| |
| ** They repeatedly damage their cell to the point that safe confinement is unreasonable.
| |
| ** They repeatedly attack and cause serious injury to other prisoners making the safe confinement of other prisoners unreasonable.
| |
| ** They escape confinement while charged with or awaiting trial for a Capital Punishment.
| |
| ** They undergo a blood test that confirms they are a Changeling.
| |
| ** They have illegal implants that are unable to be removed.

| == Search and Seizure ==
| |
|
| |
|
| ==== Personnel Search ==== | | === Searches === |
| A personnel search involves inspecting an individual’s backpack, hands, coat, belt, and pockets for contraband or restricted items. If such items are found, officers should confiscate them and may escalate the search into detainment. All legal items must be returned after the search. | | A personnel search is a seizure of the objects in a person's backpack, hands, coat, belt, pockets, and hat. If any contraband is found during a search the officer may choose to further the search into a detainment or simply confiscate the restricted items. After the search is conducted all legal items are to be returned to the person. |
|
| |
|
| * During Green Alert, personnel searches require probable cause or a warrant, and crew members may legally refuse a search. If contraband or restricted items are in plain sight, officers may conduct a full personnel search, up to and including detainment.
| | A crewmate may legally decline any search conducted without a warrant while the alert level is green. Should be noted that if the alert level is blue or above all personnel searches are legal and no longer require a warrant. |
|
| |
|
| * During Blue Alert or higher, all personnel searches are authorized without requiring consent.
| | === Implantation === |
| | Any prisoner in custody can be subjected to implantation or implant removal procedures, so long as there's proof, or reasonable suspicion of an implant. The process of removing an implant should be done quickly, not holding the detainee for longer than their stated sentence. A prisoner can still be subject to receive an implant/removal if there has been clear permission given. |
|
| |
|
| ==== Departmental Search ====
| | '''Mind Shields:''' Shields can be administered to any inmate who has been clearly mind controlled, lost control of themselves, or a suspect charged with unlawful control. Unlike standard implantation you may hold a prisoner until you finish issuing Mind Shields, so long as it's done in a timely fashion. If a suspect refuses cooperate or the implant fails to function they can be charged with Refusal of Mental Shielding. |
| A departmental search is a thorough sweep of an entire department for contraband, including lockers, storage containers, and personnel. These searches require a warrant signed by the department head or highest-ranking command staff, typically the Captain. Officers should be extremely thorough when conducting these searches.
| |
|
| |
|
| == Implantation Procedures == | | ==== Removal ==== |
| Prisoners may undergo implantation or implant removal, so long as it's within reason. Implantation must not extend a detainee’s sentence unless explicitly permitted. Former inmates can be required to undergo implantation if the circumstances during their confinement warranted it. Any implant not listed below may still be applied with proper legal context or voluntary consent.
| | A suspect can be forced to receive implant removal if there is strong reasonable proof that they have been implanted, such as an officer seeing them use one or their prints being on a discarded injector. Unlike implantation procedure a prisoner can have their sentence entirely delayed or extended until they comply with the procedure, as long as security are actively making attempts to preform it. Akin to implanting, if an inmate gives their clear permission, implant removal can proceed without proof. |
|
| |
|
| ==== Authorized Implants ==== | | === === |
|
| |
|
| * '''Tracking Implants:''' May be applied to prisoners convicted of violent crimes or those charged with or awaiting trial for a Capital Punishment.
| | == Sentencing == |
| | |
|
| |
|
| * '''Mind Shields:''' Administered to prisoners clearly influenced by mind control, exhibiting loss of autonomy, or charged with Rioting, Sedition, or Treason.
| | All sentencing is to be handled by the Warden, if no Warden is available the HoS is to take over that duty, if there's no HoS it falls onto the highest ranking security member. |
| ** Unlike standard implantation, prisoners may be held until Mind Shields are issued, provided it's done promptly.
| |
| ** Refusal or failure of the implant may result in charges of Refusal of Mental Shielding.
| |
|
| |
|
| ==== Implant Removal ====
| | Use common sense and humanity when issuing punishments. You should not always seek out the highest punishment you can, you don't have to always give the maximum time or always look to demote someone. Always take in account the severity and only charge for what is needed for someone to learn their lesson. |
| Prisoners or suspects may be forced to undergo implant removal if strong, reasonable evidence exists, such as:
| |
|
| |
|
| * An officer directly witnessing implant use.
| | '''Accessory, Attempting, And Intention:''' If someone intentionally, knowingly and substantially assists someone in enacting a crime they can be charged with the relevant crimes, such as an engineer giving someone tools, who says they are going to break into an area. Same goes for a clear and solid attempt at a crime, or a person who shows clear intent to act out a crime, such as a syndicate nuclear operative arming a nuke but getting arrested before it goes off, they can still be charged with terrorism. Does not apply to crimes that have an attempted listing already, like attempted murder. |
|
| |
|
| * Discarded injectors containing identifying information.
| |
|
| |
|
| Unlike implantation, detention may be extended until removal is completed, provided security is actively attempting the procedure. Voluntary consent allows removal without evidence.
| | '''Stackable Crimes:''' Crimes are to be considered 'stackable' in the sense that if you charge someone with two or more different crimes, you should combine the times you would give them for each crime. |
|
| |
|
| * If an implant is discovered and cannot be removed, it may result in charges of Subversion.
| | ===== '''YOU MAY NOT EXCEED 10 MINUTES AS A BRIG TIME''' ===== |
|
| |
|
| == Legal Representation and Trials ==
| |
| See Legal Standard Operating Procedure for more information.
| |
|
| |
|
| Prisoners have a right to legal representation. Prisoners have a right to a trial for all Capital Punishments unless an exception applies. All other trials are held at the discretion of the Judge. Trial results are final.
| | '''Any total brig time that adds up to above 10 minutes will be shortened to meet this limit.''' |
|
| |
|
| Lawyers offer legal assistance to those accused of crimes, or to aid Security in the just application of the law. In the event there is no legal representation for a prisoner, they are required to act on their behalf. Lawyers have no authority over the operations of Security or sentencing and may be trespassed from Security if their actions become disruptive to the operations of the department. Lawyers handle the following:
| | '''If it goes above 20 minutes, you may perma the person.''' |
|
| |
|
| * Advise and assist Security in the sentencing of prisoners.
| |
| * Act as legal consultants to the accused.
| |
|
| |
|
| The Judge acts as the highest legal authority on the station. The Judge ensures all trials are performed according to the Legal Standard Operating Procedures and that any preparations for a safe and efficient trial are carried out. Should the Judge be unavailable, a neutral member of the crew should be appointed by the Captain to serve in that capacity. To perform their duties, the Judge may:
| | == '''Crimes''' == |
| | |
|
| |
|
| * Remove, enhance, or otherwise change sentences for prisoners as they see fit.
| | === I Degree === |
| * Charge individuals with contempt(Failure to Comply) or Perjury during a Trial or during the preparation of a Trial as necessary.
| | > For minor crimes, fix the issue then warn the person to not attempt the crime again, if they still proceed to do it at a later date, a brig time may be better.<blockquote> |
| * Expel individuals who disrupt or disgrace the courtroom.
| | ==== Disturbance ==== |
| * Nominate individuals to serve as Lawyers for the accused or Prosecutors against the accused if necessary.
| | '''Description''': To cause a public disturbance. |
| * Disqualify evidence or testimony that is false, misleading, or not germane to the charges alleged.
| |
| * Adjust the Legal Standard Operating Procedures due to exigent circumstances.
| |
| ** Any changes require documentation with clear and convincing reasoning be sent to Central Command.
| |
|
| |
|
| == Crime Stacking ==
| | '''Maximum Punishment:''' 2:00 |
| The rules regarding crime stacking (charging someone with multiple crimes simultaneously) are:
| |
|
| |
|
| * Crimes with the same category code (last two digits) can never be charged together. e.g: 1-02, 2-02, 3-02 do not stack.
| | '''Notes:''' Sometimes referred to as hooliganism. The catch-all for obnoxious crewmates. Covers things such as public nudity, needless insults, obstructing authorities, and inciting crime or violence.</blockquote><blockquote> |
| * Otherwise, crimes '''can''' be stacked together; the timers are added together for stacking.
| | ==== Petty Theft ==== |
| | '''Description''': To take non-vital or inexpensive property of another individual, organization, or common property, without consent. |
|
| |
|
| ''For instance, breaking a window to steal something can be charged with 1-06 - Trespass, 1-04 - Petty Theft, and 1-06 - Vandalism'' | | '''Maximum Punishment:''' 3:00 |
|
| |
|
| == Escape & In-Cell Vandalism == | | '''Notes:''' The difference between petty theft and grand theft is based on how crucial the stolen item is, things like instruments, clothing and tools fall under petty theft. In most cases all you need to do is detain the thief, return the stolen item and let them go with a warning.</blockquote><blockquote> |
| Often, prisoners may attempt to escape from the brig. In this case, heed the following definitions and clauses:
| | ==== Possession/Use of Illegal Substances ==== |
| | '''Description''': To make, hold, or abuse restricted drugs or chemicals. |
|
| |
|
| '''E-01 - In-Cell Vandalism:''' A prisoner breaking things non-essential to confinement. Examples include: | | '''Maximum Punishment:''' 3:00 |
|
| |
|
| * Breaking lights and furniture.
| | '''Notes:''' This is to be followed in accordance with Standard Operating Procedure. If anything questionable is not brought up in SOP the captain or highest standing command staff may publicly restrict it.[/bold]</blockquote><blockquote> |
| * Damaging or destroying equipment in permabrig.
| | ==== Trespass ==== |
| | '''Description''': To enter a non-secured area without permission. |
|
| |
|
| '''E-02 - Attempted Escape:''' A prisoner attempting to break or subvert confinement barriers. Examples include: | | '''Maximum Punishment:''' 2:00 |
|
| |
|
| * Breaking cell windows and airlocks.
| | '''Notes:''' It's best to just remove them from the area unless this is a repeated crime.</blockquote><blockquote> |
| * Attacking an officer inside a cell.
| | ==== Vandalism ==== |
| * Coercing another party to assist with an escape.
| | '''Description''': To intentionally deface or superficially damage public or private property. |
|
| |
|
| '''E-03 - Escape:''' A prisoner exiting their designated holding area ''without'' permission from security. Examples include: | | '''Maximum Punishment:''' 2:00 |
|
| |
|
| * A prisoner exiting from a temporary cell while the timer is running.
| | '''Notes:''' Painting graffiti, smashing bar glasses, and cracking internal windows is vandalism, breaking a window into space or secure areas is not.</blockquote> |
| * A permanent prisoner exiting from prisoner-accessible areas within permabrig.
| |
| * A prisoner in isolation exiting from the isolation block (moving between cells is not escaping).
| |
|
| |
|
| ''If placed in isolation, a temporary prisoner's timer continues running. Temporary prisoners who escape or attempt escape from isolation are subject to execution at the Judge or Captain's discretion.'' | | === II Degree === |

The Head of Security and especially Warden should be VERY familiar with space law.
Security players should strive to fully comprehend Space Law.
Ignoring or misuse of Space Law may be subject to punishment under incompetence. Do not play security if you do not plan to follow the rules
Treatment Of Prisoners
Prisoners still have rights that must be upheld by law enforcement:
- Prisoners must be granted adequate medical care. They should also be provided psychiatric and spiritual counselling if requested.
- Prisoners must be allowed access to communications equipment (Radios) so long as they are not abused.
- Prisoners must be granted clothing, food, water, shelter and safety. If the brig is no longer safe, confinement must be established in another location.
- Prisoners must be given access to legal counsel during an interrogation if requested and available.
- Prisoners must be given their shift mandated PDA during confinement. Unless there is solid proof of PDA tampering, in which case the PDA is to be secured and replaced with a fresh one
- Prisoners must be granted freedom of movement, and should not be restrained with handcuffs or other devices after incarceration unless there is an undue risk to life and limb. Similarly, any prisoners held for extended or permanent confinement should be held in the communal brig, and should not be confined to a solitary cell unless they pose a risk to life and limb.
Searches
A personnel search is a seizure of the objects in a person's backpack, hands, coat, belt, pockets, and hat. If any contraband is found during a search the officer may choose to further the search into a detainment or simply confiscate the restricted items. After the search is conducted all legal items are to be returned to the person.
A crewmate may legally decline any search conducted without a warrant while the alert level is green. Should be noted that if the alert level is blue or above all personnel searches are legal and no longer require a warrant.
Implantation
Any prisoner in custody can be subjected to implantation or implant removal procedures, so long as there's proof, or reasonable suspicion of an implant. The process of removing an implant should be done quickly, not holding the detainee for longer than their stated sentence. A prisoner can still be subject to receive an implant/removal if there has been clear permission given.
Mind Shields: Shields can be administered to any inmate who has been clearly mind controlled, lost control of themselves, or a suspect charged with unlawful control. Unlike standard implantation you may hold a prisoner until you finish issuing Mind Shields, so long as it's done in a timely fashion. If a suspect refuses cooperate or the implant fails to function they can be charged with Refusal of Mental Shielding.
Removal
A suspect can be forced to receive implant removal if there is strong reasonable proof that they have been implanted, such as an officer seeing them use one or their prints being on a discarded injector. Unlike implantation procedure a prisoner can have their sentence entirely delayed or extended until they comply with the procedure, as long as security are actively making attempts to preform it. Akin to implanting, if an inmate gives their clear permission, implant removal can proceed without proof.
Sentencing
All sentencing is to be handled by the Warden, if no Warden is available the HoS is to take over that duty, if there's no HoS it falls onto the highest ranking security member.
Use common sense and humanity when issuing punishments. You should not always seek out the highest punishment you can, you don't have to always give the maximum time or always look to demote someone. Always take in account the severity and only charge for what is needed for someone to learn their lesson.
Accessory, Attempting, And Intention: If someone intentionally, knowingly and substantially assists someone in enacting a crime they can be charged with the relevant crimes, such as an engineer giving someone tools, who says they are going to break into an area.
Stackable Crimes: Crimes are to be considered 'stackable' in the sense that if you charge someone with two or more different crimes, you should combine the times you would give them for each crime.
YOU MAY NOT EXCEED 10 MINUTES AS A BRIG TIME
Any total brig time that adds up to above 10 minutes will be shortened to meet this limit.
If it goes above 20 minutes, you may perma the person.
